The "cape" statement was not proposed as a straw man argument, it was my attempt at levity. I understand that people can think of more than one thing at a time. My original statement was that if you worry more about your look than tactics, you need to find something else to do, which I thought was pretty freaking straitforward.
The police in my area don't participate in community policing anymore. I meant proactive in terms of actually finding crime to stop rather than rolling around talking on their cell phones. If you compare the way most police outfit themselves now and look at your typical soldier, you'll realize how frightenin the militarization of the police has become, as it is out of proportion to the threat most police face.
