Hey Orillion.
I'm not sure what kind of budget you have, or the nature of the RLSH work that you're planning to do, but here's a few suggestions that ought to help you build up a costume/outfit. Here's a few things to consider...
1 - Logo - Try to come up with a symbol for your alter ego. Makes it easier for people to identify you as "Orillion" and not Camo Dude.
2 - Protection - This varies depending on what exactly you're doing, but if you're wearing a mask then people might freak out and a little protection doesn't hurt. Knee pads, elbow pads, goggles, paintball mask, motocross armour, kevlar, etc. The list is endless, but yes, protect yourself. Even if it's just gloves and an athletic cup.
3 - Utility Belt - Good for holding easy to access gear, like a flashlight, cell phone, first aid kit, whistle, etc. I can't imagine trying to stuff all that in my pockets.
4 - Colours - While camo is a practical choice, it essentially says "I WANT TO HIDE" and "I'M MILITARY" either in training or mindset. Is that going to fly with the people you want to reach? How will law enforcement react? People have used camo, but if you're taking the name of your town, then you're kinda representing them, and saying I'm one of you. And you're proud. Maybe the town colours of the crest would be something to consider?
I respect what you're doing. It takes guts to be a RLSH, but I wouldn't go out in costume until it was ready and I was comfortable and confident in it. Currently, I do my work in plain clothes because my costume is only 85% done and I still haven't taken it out for the public to digest, and then form an opinion about who I am and what I'm about.
We can't control what they will say about us, but we can control how we look.
